MODEL UN AT BISHOP VEROT HIGH SCHOOL

Overview of the Southwest Florida Model United Nations Program

 

Student delegates study in depth a foreign nation, research one or two topics of global interest, learn parliamentary procedure, practice specialized writing formats, role play their nation, and learn the diplomatic art of negotiation and compromise. A two-day conference is held at the Florida Gulf Coast University campus in March. At the conference, student delegates support the positions of their countries. Often students are forced to take positions entirely different from their personally held beliefs. Knowledge gained from research during the year is applied in these debates. In December, school delegations are given a list of countries from which they may select to represent. Schools who have previously attended the conference are given the opportunity to represent countries on the Security Council. Once schools are assigned their countries, student delegates choose the committee they wish to work on. Students now engage in intensive research on the issues and the possible positions their countries would take. Students also study Parliamentary Rules of Procedure. Once research is underway, students prepare position papers and working papers in their committees. Each delegation must prepare at least one position paper which relates to an issues to be debated at the conference. Following registration, students break into committees. The Security Council meets separately to discuss a mock world crisis. Intense debate and negotiations fill the remainder of the conference. At a plenary session on the last day, delegations and individual students are recognized for their outstanding efforts. Awards are presented at the closing ceremony. The Southwest Florida Model UN Program is jointly sponsored by the Naples Council on World Affairs and Florida Gulf Coast University.

India – Pakistan Conflict

A.

After the terrorist attacks against the United States on September 11, 2001, the International Community lead by the United States and sanctioned by the United Nations, commenced in a war against international terrorism.  This war provides a backdrop to the re-emergence of increased tensions between India and Pakistan.   The two nations stand once again on the brink of a conflict that could result in a localized nuclear exchange.  India and Pakistan have participated willingly in the International Community’s coalition against terrorism.  The rising tensions and militarism of both sides threatens the current balance of power on the Asian subcontinent and all nations that have a common border with either India or Pakistan; additionally, the terrorist acts, committed by nationalists from both sides, such as the December 13th attack on the Indian Parliament, conflict with the current war against terrorism and the anti-terrorism rhetoric of both India and Pakistan.    

 

The International Community sees terrorism as an act of war.  It also possesses a deep concern over any use of nuclear weapons and in the current geo-political climate sees any threat to the balance on the Asian sub-continent as dangerous.  The Commonwealth of Independent States (CIS) remains concerned with the growing tensions between India and Pakistan.  It also notes that any use of nuclear weapons in an act of war by either India or Pakistan will affect the members of the CIS.  Additionally, the use of terrorism to solve any dispute cannot be tolerated. 

 

The United Nations has ratified many anti-terrorism resolutions including resolutions 1373 and has created the Committee Concerning Counter-terrorism.  The UN has also issued a series of statement condemning terrorism in respect to the conflict between India and Pakistan.    

B.

The Russian Federation in conjunction with the Commonwealth of Independent States urges a reduction of tensions between the nations of India and Pakistan.  Noting that both nations possess a common border with the Russian Federation and other member states in the CIS, Russia requests that both parties seek to settle their disputes peacefully.  Additionally, Russia cautions any nation from the use of nuclear weapons as a viable means of self-defense.  The Russian Federation supports the actions taken by its ally, the Republic of India, in an effort to quell terrorist action against India’s national sovereignty.  Russia understands India’s demands that Pakistan stop all monetary and political support for terrorists and urges Pakistan to follow the International Community in this issue as it has consistently in the war in Afghanistan.  Russia notes that many states may sympathize with Pakistan’s action over the territory of Kashmir; however, Russia reminds fellow members of the United Nations, that terrorism must be destroyed and any terrorist actions remains a threat against the entire International Communitiy.

 

Russia proposes that the UN commit to monitoring the Kashmir region.  It requests that India and Pakistan stop all terrorist actions against each other and proposes economic sanctions against any nation that willingly supports or engages in terrorist activities.

MULTILATERAL DEBT REDUCTION

        Undeveloped Nations owe money to the World Bank and the International Monetary Fund or IMF. These debtor nations are forced to compile with regulations from the World Bank and IMF called Structural Adjustment Programs (SAPs), which the World Bank and IMF believe will lead to paying back the nations debts. Many countries do not believe the actions of the World Band and IMF are helping in relieving the debt, and thus are calling on debt reduction through different policies. Two initiatives for quicker debt reduction are the Highly Indebted Poor Countries (HIPC) Initiative and the Cologne Debt Initiative.

        The Republic of Poland feels all nations should have an equal opportunity to succeed economically, thus is for action in relieving debt throughout the world. Without policy changes, toward the indebted nations, Poland feels there will be a continued strain on the world economies.

        Nations throughout the world, and humanitarian organizations such as the Catholic Church and others have called for debt reduction.

B.

        For over two decades undeveloped nations have owed money to the IMF and World Bank, these nations for many reasons have been unable to pay back their debts. The actions by the IMF and World Bank to speed up the process of paying back debt have also failed.

      

The Republic of Poland strongly supports all measures to speed up and reduce debt owed throughout the world. We feel it is necessary for economic stability and expansion throughout the world.

A.

The continued affair of environmental hazards has developed many concerns in our global community, specifically the continuous air and water pollution, irresponsible disposal of hazardous wastes, terrain damage from acid rain, and the eventual consumption of our natural resources. With expanding economies soaring at an astronomical rate, as well as the surge in demand for cheaper products, countries have neglected their environmental duties and have perpetuated the environmental hazards, which will affect not only us, but also generations to come.

Despite environment improvements at a global scale, the rate at which anthropogenic degradation of the environment occurs poses a threat that could have drastic results to the entire globe, not only on an environmental, but social and economic level, as well.

Both highly industrialized countries for need to hold economic prosperity and keep its citizens content, and developing countries for the necessity of economic growth maintain their right to economic freedom from outside regulation.

The United Nations introduced Agenda 21, reiterating the Rio Declaration resolved in Rio de Janeiro on environmental problems and solutions and outlined the parallel between economic dependency and the affects it has on the environment. They also set principles with which countries should follow. The United Nations Environment Programme, representing the leading United Nations body in the field of the environment proceeded to adopt the resolution.

B.

The Nation of Poland is committed to both the Rio Declaration and Agenda 21. Our highly industrialized society due to the proximity of the once former Soviet Union has established us as a nation with dire environmental problems needed to be remedied by international dependency and cooperation.

The Nation of Poland therefore sustains that the United Nations should adopt and sign a treaty of numerous points that will adversely affect the environmental situation for both the present, and future.

International Regulation of Migration

International migration includes both voluntary, for economic reasons and involuntary, such as refugees or those seeking asylum. However, both are on the rise. Developing countries, especially have seen the influx of people, mainly because of the opportunities that exist. Other nations, such as Africa or the Sudan, experiencing internal turmoil have also seen people move in and out of the country.

The problem consists of what to do and how to deal with the increase in migration. Many countries label this as a problem and want to decrease the amount of flow into their countries. Another predicament occurs because of the quantity of illegal immigration.

As of now, few rules exist about the mass movement of people from one country to another. The EU has extensively worked with Poland and Ukraine, working out differences and agreed that some kind of policy must be made. Most discussion has occurred between one state to another and not by large organizations.

B.

In the last 60 years, Poland has tried several ways to stifle the migration into its borders. During and after World War II, Poles and Ukrainians were murdered by the hundreds of thousands. Ukraine began when they ordered a cleansing of Polish people from their country. In 1944 through 1946, both countries equally attempted to rid their homeland of foreigners. Finally communist Poland exiled all Ukrainians residing within their borders in 1947. Since then Poland attempted to control the flow of people, but because of their geographic location, it still occurs.

Currently, 4000 people seek asylum within Poland. They are trying to strengthen its legal order against migration. Poland proposes that a more efficient border control, the prevention of illegal immigration and a standard guidelines for visas and entry into the country.
